Configure number of allowed connections

Added 'connections' parameter on the responder.#.level to allow setting the maximum number of allowed connections that can be handled simultaneously.
If not specified, the default value of 2000 allowed connections will be set.

Corrections

The log level for logging messages of type 'run socket: Socket ...' and 'Closing socket:' has been changed from INFO to FINE for the parameter 'ocsp.java.util.logging.level = '. This has been done to reduce the amount of messages in logs that are produced with the default configuration level ‘INFO’.
