Upgraded the .net framework to the latest version, 8.0.

IDC-2635

Added support to use additional parameters in database connection settings so that user can use it for different purposes, for example, enable database encryption, enable trusted connections, use integrated security etc.

IDC-2631

To secure sensitive data like passwords, connections strings, API endpoints etc., AES 256 encryption is added for the fields while stored in the database, as well as not being displayed in the UI.

IDC-2632

Updated the PA admin panel login page to handle it securely and allow to configure login failed attempts and account lock duration. Also, some delays after failed attempts have been added to enhance performance.
