Fixes a bug which caused the periodic delta CRLs to include the CRL entries of the full CRL which it references.

Build of segmented CIL after unordered import of certificates

Adds fix for a problem where the last segment of a segmented CIL included certificates which where already included in previous segments. This led to the last segment being larger than necessary. This problem occurred when the certificates for the CA for which the CIL was built had been imported in an order which did not follow the ValidFrom timestamp of the certificates.

The problem is corrected by adding (through the Advanced section in the CIL configuration panel in the AWB) the following format definition field to the CIL format which is used in the CIL procedure where the above problem occurs:
allowCertIdInCilSearch = false
